The Ministry of the Environment and of Energy Security (MASE) supports Regional and local governments in the definition and implementation of territorial sustainable development strategies, to be coherent with the National Sustainable Development Strategy (NSDS) and that contributes to the achievement of the national sustainability objectives, as required by art. 34 of the Legislative Decree 152/2006 and subsequent amendments.

Since the very beginning, MASE has recognized the central role of territories in the implementation of the NSDS and in the broader realization of its strategic vision. To support and strengthen the NSDS implementation, monitoring and review process, and its localization, MASE has promoted and financed numerous activities over the years aimed at supporting territories in the definition of strategic objectives and of the Regional and Autonomous Provinces Sustainable Development Strategies (RSDS/PSDS) and Metropolitan Sustainable Development Agendas (MSDA). The main tools activated to support territorial activities includes collaboration agreements, national and international projects, tenders for research and for communication projects, thematic workshops and meetings. With the same purpose, MASE has consolidated and strengthened the institutional mechanisms established to foster vertical and horizontal collaboration, and the participation of civil society and non-state actors at territorial level. Moreover, the collaboration agreements that MASE promotes since 2019 and addresses to all the Regions, the Autonomous Provinces and the Metropolitan Cities, have encouraged the creation of new governance mechanisms within regional and local governments by setting up Territorial Steering Committees, for driving the process at territorial level and promoting its contribution to the NSDS and to the 2030 Agenda. Therefore, the overall localization process activated by MASE and undertaken by territories has led to not only the definition and approval of strategic documents, but more generally to the activation of a process and to the creation of a community of practice, based on collaboration and dialogue among all the actors involved. 

The NSDS, renewed in 2023, reaffirms the role and importance of territories and identifies cities, urban areas and territorial systems at the core for the realization of further multidimensional and innovative actions aimed at the integration of different policy areas.
