"NSDS System": actors, mechanisms, tools

 

The engagement of central and territorial administrations, civil society and non-state actors throughout the entire National Sustainable Development Strategy (NSDS) definition and implementation process, from 2017 to today, together with the realization of a wide range of activities and projects, led to the definition of the so-called “NSDS system”. The “NSDS system” is the combination of actors, mechanisms and tools to ensure collaboration, multilevel governance and policy coherence towards the achievement of the Italian sustainability objectives and of the broader 2030 Agenda.

The dialogue and the supporting activities started since 2018, addressed both the institutions and to the civil society and non-state actors, have become over time stable mechanisms for ensuring a whole-of-government and whole-of-society approach, building a multi-actor and multi-level network and fostering a continuous peer-to-peer learning process. This process was supported, strengthened and integrated by a large number of tools, such as projects, tenders, calls for action, with a wide involvement of international partnerships, academia and research institutions. Moreover, the organization of a large number of workshops, seminars, world cafés, conferences, was aimed at the engagement of all the actors and stakeholders into the NSDS implementation and revision processes.

This led to the creation of a “learning community” and contributed to the definition of a common and shared strategic vision for a broader systemic and integrated action.
