The National Sustainable Development Strategy (NSDS) implementation, review and monitoring process, together with its territorial deployment, is supported, strengthened and integrated by a number of activities, projects, tenders, platforms, events, etc. identified by the “NSDS System” as the “tools”, or means designed to trigger the transforming path claimed by the principles of the 2030 Agenda.

Starting from 2023, the Ministry of the Environment and Energy Security (MASE) defines the planning of its activities into the Funding Programme for measures and interventions to promote sustainable development (art. 109 paragraph 1 of law 23 December 2000, no. 388). The Programme, for the year 2023-2024, was approved by the Inter-ministerial Committee for Economic Planning and Sustainable Development (CIPESS) and supports the implementation of the NSDS within the three main directions of action outlined by the Sustainability Vectors and through the transversal dimension of localization.

Based on the three Sustainability Vectors, the tools activated so far and are:

  • Tools to support the policy coherence for sustainable development (PCSD), including:
    1. collaboration agreements signed with Regions, Autonomous Provinces and metropolitan Cities to support the processes of development and implementation of Regional Strategies and Metropolitan Agendas;
    2. institutional collaborations established by MASE with central administrations for the definition of indicators and shared evaluation tools for coherence of policies at all territorial levels;
    3. national and international projects, namely the national “CReIAMO PA Project” (ESI Funds, European Union) and the international “PCSD Project” (Technical Support Instrument – DG Reform), to support the implementation of the national strategy and its localization, together with the development of PCSD and a better integration with the international context;
    4. tenders for academia and research institutes, aimed at strengthening the role and interaction of research with the contents and implementation priorities of the NSDS at the different levels of territorial government.
  • Tools to support the culture for sustainability, including:
    1. tenders for culture and communication projects, to support awareness raising, communication and information activities on sustainable development issues;
    2. collaboration agreements and institutional collaborations dedicated to support education on sustainable development, long life learning and training and public servant’s capacity building;
    3. seminars, conferences, events, aimed at creating a common language and facilitating the communication of the activities implemented;
    4. Annual Conference for Sustainable Development, an annual meeting to be organised by the national Forum for Sustainable Development and the MASE, aimed at sensitising all levels of government around the contribution of civil society and non-state actors to the NSDS.
  • Tools to support the participation for sustainable development, including:
    1. Platforms to support stakeholders, civil society and non-state actor’s participation, with particular regard to the ParteciPA platform dedicated to the national Forum for Sustainable Development
    2. Meetings of the Working Groups (institutional mechanisms) and of the national Forum for Sustainable Development (civil society participatory mechanisms) foreseen to ensure a constant horizontal and vertical dialogue and collaboration
    3. thematic workshops and world cafés aimed at fostering the participation of institutional and non-institutional actors, supporting the sharing of experiences/ knowledge and the deepening of specific topics or issues
    4. national and international review processes, with particular regard to the Voluntary National Review and Voluntary Local Reviews as tools to enhance an overall participation of all stakeholders
