Italy's environmental cooperation with Morocco has been promoted since 2002 with two memoranda of understanding to carry forward the Maroccan Solar Thermal Solution for Casablanca University Hospital and energy efficiency measures project.

In 2012 an agreement was signed with the Agence Marocaine pour l'Efficacité Energétique (AMEE)  and in 2016 a further Memorandum of Understanding was signed, in New York,  between the Italian Ministry of the Environment and the Ministry delegate in charge of Environment of the Kingdom of Morocco. In total 5 projects have been signed and are currently in progress.

On December 2, 2022, a new Memorandum of Understanding was signed, in Rome, in the sector of the environment and sustainable development, between MASE and the Ministry of Energy Transition and Sustainable Development of the Kingdom of Morocco. The new text, therefore, broadens the scope of cooperation by also including interventions on renewable energies and energy transition, and refers to the three Rio Conventions objectives, (UNFCCC, UNCCD and CBD), and to the 2030 Agenda

Cooperation, at Dubai COP 28 bilateral Italy-Morocco

DUBAI, December 3, 2023 – A bilateral meeting between Italy and Morocco was held in Dubai during COP 28 to make the point on existing cooperation projects between the two countries and future developments.

Representing MASE, the director of international environmental cooperation of MASE, Roberta Ronzitti, who met Mr. Rachid Firadi Director of Partnership, Communication and Cooperation of the Ministry of Energy Transition and Sustainable Development, and Mr. Salah Eddine Ait Bella, Bilateral Cooperation Department of Services and Sustainable Development.

First meeting of the Joint Committe

On April 18, the first meeting of the Joint Committee (JC), was held, in video conference mode, in the framework of the new Memorandum of Understanding, (MoU), which MASE signed on December 2 in Rome with the Ministry of Energy Transition and Sustainable Development of Morocco.

 

 

    Memorandum of Understanding (Rome December 2022 – 2027)

Counterpart: Ministry of Energy Transition and Sustainable Development of the Kingdom of Morocco

Intervention areas: the Agreement takes into consideration the objectives of the three Rio Conventions, (UNFCCC, UNCCD and CBD), and the 2030 Agenda. It also introduces further areas of application, such as renewable energies and the energy transition, considered strategic in Morocco's mitigation policies.

The Agreement intends to continue the implementation of the approved, and not completed, projects in the context of the previous Protocol, for which the no-cost extension must be requested according to the new cooperation procedure:

- “Supporting SEDD in the Implementation of the Technical Arrangement - AT”

- “Integrated Programme for the Promotion of Environmental Education and Sustainable Development - EDD”

- “Establishment of the Construction and Demolition Waste Management Chain in the Municipality of Marrakech - DCD”

- “Programme for the Promotion of Green Entrepreneurship”

- “Integrated Coastal Zone Management in the Rabat-Salé-Kenitra Region - GIZC”
