Jordan is a Middle Eastern country characterized by mostly desert and flat terrain, except for the western region, which is more mountainous and less arid. The Jordan River, forming the border with Israel, is the country's only major river and flows into the Dead Sea—the largest lake in Jordan and located in the deepest depression on Earth. The country's main environmental challenges include water scarcity, urbanization, land degradation, and desertification. Jordan is among the ten countries in the world with the least available water resources, which it shares with Israel and Syria. Additionally, it faces challenges related to the heavy use of pesticides and food security.

The Italian Ministry of Environment and Energy Security and the Jordan Renewable Energy and Energy Efficiency Fund (JREEEF)—a fund established within the Jordanian Ministry of Energy and Mineral Resources—signed a Technical Agreement in Rome in 2018 to cooperate on climate change mitigation and adaptation, with a particular focus on energy transition and efficiency. This agreement was renewed through a Memorandum of Understanding signed in Dubai in 2023.

In 2019, a project titled Installation of Solar PV Systems for Municipalities in the Hashemite Kingdom of Jordan was approved, focusing on the installation of photovoltaic systems in public buildings across Jordanian municipalities. In 2024, two additional projects were approved, involving the installation of solar thermal systems for 33 hospitals and approximately 12,000 low-income families throughout the country.
